Some Eritreans still struggle to distinguish the difference between Eritrea as a State and its poor leadership. Hence, for them criticizing the policies of the administration amounts damaging the image of Eritrea. Of course, the Eritrean regime has, for the last 25 or more years, been disapproving any critique of its misguided economic, social and political policies. For the regime in Eritrea critiquing its policies is an act of treason against the Eritrean State. On 2 December 2016, the Government of Eritrea (GoE) issued a proclamation, Proclamation No. 178/2016 on farm income and livestock taxation (ግብሪ ካብ ኣታዊ ሕርሻ ገጠርን እንስሳ ዘቤትን), that replaced Proclamation No. 63/1994. Eritrea Needs New Tax System

“To boost government tax revenue and smoothly implement the financial sector reform, the GoE needs to introduce a tax system on bank payments, transfers, financial transactions, and bank withdrawals.”

Introduction

Recently, the Government of Eritrea (GoE) has issued Proclamation No. 178/2016 to collect tax from farm income and livestock. The author of this piece contends the title and the provisions of this new proclamation because (1) contrary to the title of Proclamation No. 178/2016 to ‘collect tax from farm income…’ its provisions under Article 4(1 and 2) introduces ‘land lease tax system’, and (2) not only that but also Article 4(1 and 2) of Proclamation No. 178/2016 violates Article 4(1) of the Land Proclamation No. 58/94 -to reform the system of land tenure, which provides Eritrean citizens usufruct rights over lands with no mentions to leasing (click here to see my contention).

President Isaias’ Ghost Roadmap

Daniel Berhane has posted an article dated January 31, 2017 under the title “President Isaias Afwerki discloses a road map for Eritrea’s future direction”, lovable for its contradictions. “President Isaias Afwerki has outlined a roadmap for Eritrea, while addressing a question regarding the national constitution and strengthening of People’s Front for Democracy and Justice (PFDJ) in an interview conducted with the Eritrean national media,” says Daniel. “The road map will guide the future direction of the country with broader participation of the Eritrean people-putting the reviews of the past and present situations of the country into consideration,” he added. Soon he contradicts when he says “President Isaias said that the process will require answering questions-where we were, where we are and where we are heading?” Of course, Daniel is not responsible for the contradictions. The European Union Delegation in Asmara via its Facebook page announces that the Eritrean Ministry of Energy and Mines (MoEM) and a UK based SolarCentury Ltd. have signed a contract on 20 January 2017 to supply, install and commission a “solar PV generation system intended for the creation of a Mini Grids (2.25 MW)” for Maidma and Areza towns and surrounding villages. Eritrea Needs New Tax System

Introduction

Recently, the Government of Eritrea (GoE) has issued Proclamation No. 178/2016 to collect tax from farm income and livestock. The author of this piece contends the title and the provisions of this new proclamation because (1) contrary to the title of Proclamation No. 178/2016 to ‘collect tax from farm income…’ its provisions under Article 4(1 and 2) introduces ‘land lease tax system’, and (2) not only that but also Article 4(1 and 2) of Proclamation No. 178/2016 violates Article 4(1) of the Land Proclamation No. 58/94 -to reform the system of land tenure, which provides Eritrean citizens usufruct rights over lands with no mentions to leasing (click here to see my contention). Eritrea: Beyond the ‘No Forced Returns’ of Migrants Policy?

Introduction

Since the ‘no peace, no war’ situation has been set by the inept regime in Ethiopia and its sponsors in the State Department, Eritrea has faced major exodus of its youth. Unfortunately, many have lost their life in the Sahara Desert and the Mediterranean Sea in a bid to cross into Europe for better life, and many became victims of human traffickers in the Sinai Peninsula as well. It is well known that two factors play for the massive migration of Eritreans: the push and pull factors. Some of the push factors that force young Eritreans to flee the homeland include economic hardships, indefinite national service, and human rights violations such as freedom of movements and lack of occupational choices, etc.  There is no misgiving on the push factors that forced Eritreans to leave their homeland. The Eritrean government tried to curve illegal migration through tightening the borders but miserably failed. Other than that, the government did not try other means to stop or curve the mass and illegal migrations and deserves criticism for its fixation of tightened border surveillance for such a long time now.   Continue reading

Can Germany’s New ‘Marshall Plan’ for Africa Be Successful in Eritrea?

On 11 November 2016, Reuters reported that Chancellor Angela Merkel and her officials, out of concern on the influx of migrants to Europe, have announced a ‘Marshall Plan’ for Africa through “…pushing for increased public and private investment in Africa.” Following the announcement of the ‘Marshal Plan for Africa’ the news went viral across major news agencies. A ‘Marshall Plan’ also known as the European Recovery Program, named after the then US Secretary of State George Marshall, was an American initiative to rebuild Western European economies devastated as a result of the World War II (WWII). Professor Tadesse Mehari, a respected and distinguished academician, and the CEO of the Eritrean National Commission for Higher Educations, provided a presentation on the development of higher education in Eritrea to a group of distinguished citizens in London, the United Kingdom. His presentation was brief and enlightening on what is happening around the higher educations of Eritrea under his leadership. Asmara-Online hails the Professor for his brief and concise presentation to the group of distinguished citizens. Particularly, the Editor’s eyes were caught by the title of the presentation “Schemes and Opportunities for Eritrean Professionals in the Diaspora to Partake in Enrichment of Eritrean Human Resources and National Building”. While the background information on higher education development by the respected Professor was important in its own right, his visions towards the development of higher educations were even more appealing and hard to ignore them. Eritrea: Land Lease or Farm Income Tax?

Background

On 2 December 2016, the Government of Eritrea (GoE) has issued a proclamation, Proclamation No. 178/2016 on farm income and livestock taxation (ግብሪ ካብ ኣታዊ ሕርሻ ገጠርን እንስሳ ዘቤትን), that replaced Proclamation No. 63/1994. The proclamation has entered into force from 1 December 2016. Issuing numerous legal notices, decrees, orders, and proclamations are things national and subnational authorities can do to manage their affairs when they are in government. In the case of Eritrea there is no such mechanism to scrutinize any legal bills issued by the executive branch of government because there is no functional legislative body with a constitutionally vested power to make laws, to alter or completely repeal them. In the absence of a legislative body, legal bills issued by the executive branch of government may be subject to inconsistencies and controversies because of the lack of proper enquiry and scrutiny. Proclamation No. 178/2016 on farm income and livestock taxation is an example of these inconsistencies and controversies although not an exceptional in the Eritrean legal landscape. Continue reading

To What Can We Compare Eritrea’s Opposition?

Mr. Brian Hayes, a member of the European parliament (MEP) who is also a member of the European Parliament’s Development Committee, has hosted a conference in Brussels on the future development of Eritrea on Monday, 28 November 2016. Eritrea’s Information, Minister Yemane Gebremeskel, was one of the speakers, also joined by Ms. Christine Umutoni (UN Resident Coordinator and UNDP Representative in Eritrea) and John Weakliam, CEO of VITA (my old friend) from Eritrea. Mr. Hayes initiative to engage and engaging Eritrea must be welcomed and praised. Unfortunately, some of the so called opposition who are less interested to see their people escaping out of the horrible poverty didn’t have doubt to publicly denounce the initiative by Mr. Hayes.
